BYLAWS-CBS MEN’S LEAGUE

2007-2008

 

This league shall be a handicap league consisting of approximately 22 teams with a playing strength of four men per team.  The league shall bowl on Sunday mornings at 9:15 a.m. at Woodbridge Bowling Center, Woodbridge, New Jersey for 36 weeks; and it shall be sanctioned with the USBC.  Practice starts at 9:05 a.m.

 

RULE #1-MANAGEMENT

 

The Board of Directors, consisting of the Officers and Team Captains shall govern the management of the league.

 

RULE #2-SALARIES

 

The league officers shall be 1) President, 2) Vice President, and 3) Secretary/Treasurer.  The President and Vice President will receive $100.00 each, and the Secretary/Treasurer will receive $500.00.

 

RULE #3-FEES

 

A sponsor fee of $50.00 per team, will be payable by week 4, or the team will forfeit all games for week 4, and until fees are paid in full.  The weekly fee shall be $21.00 per man, of which $9.90 is for the cost of bowling, $1.00 is for the 50/50 tickets, and the balance is for prize money and expenses.  Any bowler more than 2 weeks in arrearages will not be permitted to bowl, and no substitute will be allowed. A blind score must be used until the bowler is paid up.  The captain of each team will be responsible to insure that the money envelopes are correctly filled out before they are handed in.  All envelopes should be given to the secretary by the beginning of the 2nd game.

 

RULE #4-PRIZES

 

The prize list will be approved by the Executive Officers of the league.  Bowlers must bowl 2/3 of the games, and be a regular bowler to be eligible for any league prizes.  Team and individual scores shall be either scratch or scratch plus handicap.  For money awards, prizes will be awarded strictly according to final standings.  County Award (which goes to the High Set Scratch, regardless of the number of games bowled) is governed by the MCUSBC, and only league bowlers are eligible.

 

 

RULE #5-HANDICAP

 

Handicap will be based on 90% of the difference of a 230 game average. Any bowlers with averages over 230 will use a negative handicap  All bowlers will use last year’s handicap for the first 9 games, and then handicap will become current.  New bowlers will have their handicaps calculated on the highest USBC sanctioned average.  Bowlers who have come from YABA ranks will use their highest junior average.

 

RULE #6-SUBSTITUTES

 

No summer league averages will be accepted.  Substitutes will be allowed to come in with an average from another league as long as it is listed in the Middlesex County book for the past 3 years.  The highest established average will be used for all subs.  Subs will be allowed on bumper weeks. For the last consecutive bumper weeks subs must have bowled a minimum of 21 games in CBS league this year.  Substitute bowlers with averages will use their entering average for the first 9 games.  A substitute with no average will bowl three (3) games for average, then use that average for the next 6 games.  No bowler will be allowed under the age of 18 without a parental consent form.  No substitutes can be used during a game, other than for medical reasons.

 

RULE #7-BOWL-OFFS AND POSTPONEMENTS

 

a) Postponements shall be granted for emergencies.  The team captain of the

      team unable to bowl shall notify the opposing team captain and the league

    Secretary at the earliest opportunity.

 

b) Bowl-off and pre-bowling shall be allowed for bumper weeks, except

    for the last consecutive bumper weeks.  All pre-bowled games must be

    witnessed by a league officer, an USBC representative, or a representative

    of the house, and must notify the league secretary, who will schedule the

    date at the front desk.

 

c) In case of bad weather, the league President will determine if the league

    will bowl that morning.  All captains are to call the lanes where the

    President will leave word.

 

RULE #8-BLIND SCORES

 

If a bowler cannot bowl a particular week, his team can use his “blind average”, which is calculated by taking his current average, minus ten (10) pins.

 

RULE #9-TARDY BOWLERS

 

A tardy bowler has until the 3rd frame of the first game to arrive.  Once the last bowler on the opposing team has bowled, the team must use a “blind average” for that game.  There is no late bowler provision for the second and the third games.

 

RULE #10-POSITION STANDINGS

 

Standings shall be based upon the “7 point system”, which means that 2 points are given for each game won, and 1 point is given for total wood won.  In the case of a tie for 1st place, a 3 game bowl-off will take place within 1 week of the final day of bowling.  The secretary of the league will pick the lanes.  All other positions will split the money.

 

RULE #11-USBC SANCTION FEES

 

All bowlers must pay the USBC sanction fee ($16.00) the first day of bowling.  A bowler who is sanctioned in another county must fill out a sanction card and pay a $6.00 transfer fee.  Any bowler sanctioned in Middlesex County but not in the CBS Men’s League, must fill out a sanction card.  The captain of each team is responsible for enforcing these rules.  All subs are responsible for filling out a sanction card by the end of the second game.  Failure to do so will result in the team that they bowled for forfeiting all games won.

 

RULE #12-WEEKLY RECAP SHEETS

 

Once both team captains or team representatives have signed the recap sheets, the scores will be considered final.  The only changes that can be made, will be math errors, which can be corrected by the league secretary, president, or data entry person (House).

 

RULE #13-GRIEVANCE COMMITTEE

 

A grievance committee will be formed by the President to hear any disputes.  The grievance committee will consist of the Executive Board.

 

RULE #14-VACANCIES

 

A vacant male bowler’s average will be 180 plus handicap.

 

RULE #15-POSITION WEEKS

Position weeks will be every four weeks and the last 2 consecutive weeks of the season.  In the case of a tie on position day, total wood will determine the standings.

 

RULE #16-LAST CONSECUTIVE BUMPER WEEKS

 

If the 1st and 2nd places are locked, they will bowl each other.  If only the 1st place is locked, the first place team will bowl the last place team unless last place is not locked, then second will bowl the third, etc.  If there is a tie for first place, there will be a three game roll-off.

 

RULE #17-MIDDLESEX COUNTY BENEVOLENT FUND

 

A donation will be made by the CBS Men’s League to the CJMCUSBC Benevolent Fund in the amount of $1.00 per league member.

 

RULE #18-MIDDLESEX COUNTY BOWLING ASSOCIATION TOURNAMENT

 

CBS Men’s League will sponsor a team in the County Tournament.  All regular members of the CBS Men’s League will have their names placed in a container, and 5 regular and 5 alternates will be picked.  Those chosen will bowl the team event under the name, CBS Men’s League.  The league will pay this fee.

 

RULE #19-BOWLING A VACANT TEAM

 

In order to win points when a team bowls against a vacant team, the team must bowl within 40 pins of the team average coming in to the night of the match.

 

RULE #20-LEGAL LINE-UP

 

A team must have a minimum of 1 regular bowler at the start of bowling; otherwise they cannot win points.  The opposing team must bowl within 40 pins of their team average, or no points will be awarded (USBC rule 105A).
